Visa card has its own restrictions. Depends on what he needs the cash for. I say, transfer the amount to his account directly

I'm not judging but it will be insulting.

Achha dost hoga toh cash borrow kar lega, bura dost hoga toh cash gift ka bura nahi manega.

Just think about how you are insulting your friend. If he badly needs money then offer to help him by lending some money but don't insult him by giving him cash as bday gift.
