So has anyone used something like this on their mobiles?
Does it really work?
It doesn't specify what kind of optical Zoom it is, but it does say that it can record videos as well ( I mainly want it for videos)

Yes, this works. At least for iPhone, I know there are some telescopes that works very well. Same with SGS4 I hope..

Have you checked any sample videos/images from the referenced device ? It does not seem to be too expensive ?

These are all pseudo image enhancement el-cheapo chinese devices. I doubt very much that the image quality will be great (clarity & sharpness will be missing).

You could record videos normally with your S4 (without using the digital zoom), and later on post-editing, use a good software, eg. Adobe Premiere Pro to zoom etc to your requirements.
