I know i have seen this but the size matters

Actually i am looking for a table to use as a carPC and 7 inch size is perfect for it. tab has all the required specs.

coming back to your questions.

you can load offline maps based on mapmyindia and that will be completely independent of Data connection.

It should be upgradable to 3.0 Honeycomb as that is a major OS update directed towards Tablets. but whether samsung is willing to do that or not is not so certain.
