Is this effect created or Direct from Lens. How this can be done? Please educate me.
Can be done in adobe lightroom, photoshop or gimp.

What is this effect called?
its not an effect. you have to select all the are that you need black and white and bring saturation to zero. By this way only the car remains in color. rest all black and white.[DOUBLEPOST=1406108034][/DOUBLEPOST]A time lapse that I made. My first attempt
