I think it'll be enough for HD4670,it's 72% efficiency but it'll get the job done but anything above hd4670 would be trouble.

The box says 26 A - 12V . Some explanation would be great .( Leaning about PSU )

If you haven't bought the psu i would suggest you to get Fsp sagaii 400w-1.9k but if you've bought it then it'll just work.
