My friend wants to open Shopping Cart for his site.. He need custom design and script made for his site only... Anyone know good company who can design it for us...

Maximum investment he can do is ~25-30k...

Check out http://www.rentacoder.com/ you can hire freelance coders to do it directly for you. btw its not very difficult, anyone with decent web development skills can do it.
