Want to use old LED TV (not smart) as a Monitor + to stream phone to it

I have an old Videocon LED TV. It's not a smart TV tho.
I tried to find the required settings to cast my phone to it but I don't think it has the ability.
There is an HDMI port on the TV. So there is the option of USB-C to HDMI tool to connect my phone to the TV.
But I want to explore if it is possible to get any device or flash a new smart software in the TV to make it capable of wireless phone casting?
 
Yes.
Windows will not directly cast to Chromecast. You can cast browser tabs

If you want to share your full desktop then go with an anycast dongle. If you want to cast videos, especially YouTube first approach is better.

If you want to cast your desktop screen, second is better but there will be a bit of lag and videos will be a bit choppy

I would be connecting my laptop with an HDMI cable mostly.

I wanted to cast Hotstar for Premier league matches from my phone. That's the use case I'm looking at.
YouTube casting will be great too. But that's it for wireless.

For the laptop, I'd be using an HDMI cable instead.
