To test this theory i did not sell my 9 year old SSD to see how long it'll work. All my hdds have died over the years, one 3TB few months ago. Now I don't have any hdd and don't plan to buy one. I'll share pic of the finite lifespan of the 9yo SSD tomorrow.

Rest of the conditions being favorable. HDDs have moving parts, mechanical failure happens earlier than wear out is what I mean.

TBW for SSDs is a key metric that is documented clearly in the specifications.
Please share the screenshot, also please check the TBW spec for your 9 yo SSD.

Hdds can have unlimited life span but from personal experience they last a lot less than SSD. Hdds are prone to physical damage so buying used via shipping is also troublesome. SSDs do have a limited write limit but it is more than enough.

So to op I would recommend buying Ram, CPU, cabinet and SSD used. And also a used GPU but you will have to be careful about it. You can run a benchmark test and play game for around half an hour and see what temps it shows. 69-75 for a used card is really good. You can also consider buying used GPUs under warranty. I have bought 1660s used from here and temps now are about 78°C under heavy usage. You can also replace the thermal paste to get better temperature on a GPU. And for SSDs run crystal disk info and see how much write data they have left. Ram and CPU are mostly easiest to buy used. If they are working they will continue working.

8/9k in 2014. I was probably the first one to buy it in India. I remember calling the onlyssd guy who said they got the stock 1/2 days ago and will list it on the site soon. He listed the ssds after my call and I purchased it.

Only theoretically, HDDs don't last much. All seagate WD hdds I've had have eventually died sooner or later.

Thanks for the replies everyone! So here's what I decided: get gpu, ram and cpu(if newer ones available) used (preferably with some warranty). Case(relatively cheap), Power supply, and ssd new.(or openbox new).no need for a hdd as I have 2+4tb ext hdd.

This build will probably serve you well for years. Goes above your budget but it is worth it.

tbh just go all the way and get the 5700X

Wow that's quite a build you did here under 1L. I remember building a similar build for 1.5L with all new components but vastly inferior GPU from the 20 Series. Buying used definitely a got way to save a lot of money.
