imo, 7k for a 3870 without warranty is pretty high. You might as well consider 5k for that card to get sold off.

Of the 2 cards you linked, I'd probably go with the HD4670 since you seem to be on a tight budget so it's cheaper. Also it has dual-slot cooling and doesn't require additional power.

The HD3870 needs additional power and your 400W PSU might be cutting it close. It's also only single-slot cooling so if you have poor case airflow it'll probably get hot and noisy.

Performance wise, the cards are pretty close to each other. Don't let the numbers in the specifications determine your choice. They are different GPUs so the way it uses it's resources is different.

Chances are you can overclock the HD4670 a fair bit since it has some decent cooling on it, though it's hard to say how far you can go with the HD3870 :) .
 
agreed 3870 is slightly faster, but only in synthetic benchmarks i beleive, not much of a difference. Getting a new 4670 is a better option.

I don't understand. "I agree 3870 is slightly faster, but only in synthetic benchmarks", while the "real time" benchmarks shows its "faster" than 4670.
Oh, and its NOT single slot, getting someone facts straight, at first, its DUAL SLOT oppose to 4670 single slot.
