There you go getting aggrieved , hyper and angry for no reason. its the reason i prefer to refrain from answering / replying to any queries nowadays except perhaps for a few members whom i can interact with seriously and sincerely...
if i had this problem the first day i buy a card i will remove the heatsink , clean the whole card with IPA then perhaps give it a hot water shower, dry it completely, then apply a fresh coat of a good quality , thicher thermal compound (Not AS5), re apply the heatsink with a precise and
sequential tightening of the screws (very important), see to it that the h/s base is perfectly attached to the gpu core (using a torch to see if there are any "gaps" between the h/s and core) ....doing it all over again if it is not to my satisfaction. then retest the card.
if the high temps persist first i would put an extra fan at a strategic position on or near the card. second i would remove / move all the pci cards near it for better air flow (V.V. imp)...
if this does not work then i would go in for a much better after market gpu cooler ....and curse myself for not listening to other expirienced members and not buying "sapphire" brand.

thats because i did not want to disturb rave during his exams ....they are more important than the high temps of the card atleast till tomorrow
