Lol....20k price is very far fetched for a used when it is still being sold and mining is still going on and no sight of medium and low end cards release this year, only high end cards will release.....even if mining stops...used won't go that down to 20k. Try next year after nvidia launches medium tier cards and stops 30 series
after the release of high end cards, I expect old mid/high end cards like 2060, 1080 ti to become significantly cheaper. although I doubt that one will be able to get 3060s around 20k, not even used.
 
As per google search the ETH 2.0 implementation date is Sep 19th so maybe things will change after that, unless there are other coins capable enough to migrate all ETH users which I doubt.

Most probable contender is ETC/Raven and Ergo coins. Of which ETC has started to see rise in network hashrate.

Bitcoin has kind of become what is Dollar right now. Even though Euro/Pound/Dihram etc exist but Dollar is Dollar and so will be Bitcoin. September end or Mid of October, we will see lot of used cards which will cause so much head ache for these companies. Just get your pop-corns and pepsi guys. Let see the chaos.

However, it’s worth noting that if the next-gen midrange offerings are delayed to 2023, then a steady halt in shipments might do the trick without vendors having to cut prices too much.

AM5 or Alder Lake is costly due to their shift in chipsets

After 6months or 1 year everything becomes not so cheap like in sales in US but like normal in India as well.

Newer chipset along with processor change,
Newer memory interface,
Newer GPU bandwidth and PSU cables change
Newer PSU standard might be released to accommodate the newer GPUs by AMD, Nvidia and Intel.

All these above needs to settle down after they become only mainstream

Like A620 like mobos or B650 mobos with both ATX and mATX form factors.

All these changes need time man.
