Go for the Biostar 790GX mobo, it'll give you better integrated gfx than the 780G (if you're going for a discrete card) and might be able to unlock cores as well. I think the non-sideport version costs around 4.5k

The 940BE is an AM2+ processor, the 720BE is an AM3 processor. I'm running the 720BE myself, and it's a really fantastic processor for the money. Sure it's a tri-core, but it's more than enough for your needs. You might want to consider an AM3 mobo and DDR3, DDR3 is pretty cheap now. Not sure...
