If website supports https, you can just use the https instead of http and website will work fine.
What makes you think that HTTPS website cant be blocked? A DNS/IP block will apply regardless of SSL. Its just that you cannot ban a specific resource(s) on a website when its SSL protected. For example, an ISP will not be able to block one specific page on your website when you use SSL, but they can block the whole domain without problem.
Some countries have regulation where you are legally required to install a Root certificate provided by the government in your browser in order to access internet. The govt will be intercepting SSL conenctions in order to snoop on the traffic and encrypting the traffic again.
