its just a small procedure but u will be loosing some money thats it , you people were unlucky and got stuck with customs . They randomly pick parcels . Its pure luck .
I have ordered many original boxed Diesel shoes and expensive boxed watches but never got stuck with customs , my first item which got stuck with was cheap Fiio E5 amplifier I paid 264rs customs for 18$ item .
U just request them when u go there and tell them that u were unaware of fine and etc , pay the small amount of 300-400rs custom duty and move on :)


whats the use of producing bill , if they have marked the item as "gift" ??
how will i then convince customs that this is a gift item ??

You need to submit it because by that way you can prove that u have paid that much . They wont believe you if you say its a gift because its a common lie .

i am ready to pay the amount which are in the rules either 1000 or 2000.But i dont want them to overcharge me , thats what i'm afraid of .
 
As mentioned earlier, after the notice period is over they'll either confiscate the items or send them back to seller(which I doubt :P)

I was planning today to go to SP road today morning to get some audio cables, and as luck would have it, I got delayed. So I got the customs notification before I could leave.

I decided to drop in at the customs office since it wasn't too far away from SP road. I took a printout of the MP4Nation Invoice showing price of $28 (Its in the order history on MP4Nation), took the payment confirmation email from RBS WorldPay payment gateway, and a copy of my credit card bill. Since the letter also asked for a brochure, I took a printout of the Product Page for M4 (Edited out the current price of $69, and some other stuff for easier printing).

The Customs office is located on the 3rd floor at the post office building. The officer's office was tucked away at the end. Here's my recollection of the conversation with the chap.

I've receive a notification for MP4Nation M4 earphones
(I didn't mention them as IEMs as I wasn't sure he would understand the term).

What is the item?
They're Earphones.


Aren't these available in India?
There's an importer in Mumbai who has other models: M1,M3,M3, but the M4 are new and not available.

Whats so special about these that you had to order them from outside?

I gave him the invoice; he used a calc to figure out cost in INR, and then wrote a number on the invoice. I guess the number was either the cost in INR, or the foreign post parcel number mentioned in the subject of the notification letter. I showed him the other documents, but he only kept the invoice, and returned all other documents, including the notification letter.

We'll release the item in another 3-4 days. Since these are low cost, we'll try to waive off the customs duty. If customs is levied, it should be a minor amount, around 400 probably. You'll be intimated by your local post office.

Are these meant for use with MPEG players?

Yes, these can be used with MP3 players and even with Mobile phones, etc.

MP4Nation had an offer going on recently, that's why you've seen a large number of parcels.

In retrospect, I shouldn't have voluntereed anything about the "offer part". Wouldn't want them to charge customs for $69 when I actually only shelled out $28.

Now, I was anticipating long queues and apathetic officials possibly wanting palms to greased. But the place was practically deserted at the time I had gone there (16:00), and the customs official there was pretty decent. He seemed to be doing what would be his job, to the best of his ability.

Now, the wait for the next status change begins; along with some hoping that the item passes through without any customs being levied.

If anyone needs the 'brochure', it's at the URL below. The customs officials will probably only need the invoice, but its always better to be prepared.

What are there working hours ? Since I have not received the letter , Can I just go with the invoice ?

BTW , @Gryph0n Thanks for the Info and why cant they give you the IEM there only ? Also , How do they track order with invoice ?

^^they're not tracking the order with invoice. They just need the item value details and payment methods based on which they can levy custom duties. Yes go ahead with the Invoice prinout. You would have receive the letter anyways since it was sent on 19th this month. They won't give the IEM's there since they are just customs dept and would pass it only to Local post office.

I have a query what if the customs duty is levied and consignment is handed only after we pay the amount
I would be opening it in front of the postman or whomsover and found the contents to be missing?. What then?

I won't be accepting the consignment anyways (not signing) but what about the customs duty paid? When i talked to post master today i asked regarding the contents miss and she said that if you don't sign it, it will be sent back to the consigner with updated comments are consignment refused.
 
Why wont you accept the Consignment ?

Also my question is since my IEM are with them how do they track that my invoice that I will give them match my order ?
 
They'll probably look at the shipping address?
I won't accept the consignment if contents are missing @xtremevicky like in esanthosh's case

If you haven't yet received a customs notification, why go the extra mile? Just ensure that your office mailroom hasn't received them and misplaced.

As WingZero has mentioned, they just want to find out the actual price for the item.

FYI, the hours mentioned on the notification letter is: "Visiting hours: 3PM to 5PM on all working days"

BTW , Gryph0n Thanks for the Info and why cant they give you the IEM there only ?

As WingZero mentioned, they're only customs. Delivery is responsibility of Indian Post.

Also , How do they track order with invoice ?
The official noted a number on the Invoice I gave him, that could have been the parcel number from Indian Post, mentioned on the notification letter (or it might have been the price in INR). The Invoice also shows the address.

The impression I got was they're more interested in figuring out the actual price of the item than tracking it to individual.

They wont put fine for small items .

what about my case since my invoice is of 56$(two mp4's)should i edit my invoice and make it 14$ each to get 28$ . Or just go with it , since 56$>rs 2000 , i'm afraid if they charge fine other than custom duty .Is the invoice editing good or leave it ?

Technically, it appears that you aren't supposed to use Indian Post for items whose cost goes above Rs. 2000. It would seem that the 5k fine + customs applies when the cost of item is above 2k. This seems like a new rule, because I had imported items earlier >2k, and there wasn't any discussions on 2k limit anywhere.

I guess the reason is that the post dept. is too worked out to check out every item, while the couriers always pay customs.

Basically, customs wrt Indian Post seems to be a hit & miss affair. Many people still seem to get off with much more expensive items than 2k, without any customs. But if your item is detained, then its bureaucracy hell, especially for those whose items are held up in another city.

The items are clearly marked as Gifts and having value of $25. But the Customs guys didn't buy that story.

So when everyone else is showing invoice for $28, it would be unlikely that they'll buy your story for $14.

I don't see much of a choice in this situation. Show them the actual invoice for $56, and say that one was for a friend who doesn't have CC. Then pray that they will let it go without any fine.

Last year, when I was buying lot of IEMs, did the same rules exist? I routinely had items declared at above $50 (> 2K back then), but most of them sailed through without trouble. I did not even know about this "7K fine for personal imports above 2K" rule till now.

Also, is this restricted to Indian Post? Meaning - if I use DHL/FedEx/SnS, I can import more than 2K's worth of items and will be charged at the rate applicable to the item as per classification?

If you are in another city, you need to send a registered post with the set of documents they request for - invoice, classification, information brochure etc., Most times, you need not appear in person to clear the item. I was required to do this only once and even in that case, would not fault customs. Wouldn't you be a little suspicious if a parcel containing this passes through on the eve of independence day? ;)

Ok , I usually receive 10-15 items every month from Govt Post , from cellphone cases to expensive watches , shoes . But never got stuck with customs except Fiio Amp .
I guess Bangalore custom people are nice so they are clearing . But in mumbai these type of cases are getting popular . In Bangalore they dont even discus about the fine and etc . They just ask for the price payment proof to declare . It will get cleared and delivered within 4-5 working days . And the Duty has to be paid on the time of delivery .
