not sure exactly but i think u will get payment the the buyer gets the product , that msg from ebay i think it means the buyer has paid so now u can ship the product

Whenever a payment materializes, a paisapay ID is generated.
Don't ship the item unless you have the paisapay ID.
Moreover, for every bit of doubt, you should talk to ebay CC.

Above coupon gives 10% sometimes. I guess it is tiered coupon, as in depending on the price of product, you get discount. So I tried to apply on a product worth 599 and got discount of 59.90 which is 10%.
