eBay India Hot Deals and Coupons

i bought something using 10% off coupon and saved around 150 bux 2 months back .. seller didnt ship , i used live chat and told them about this that my coupon got wasted.. they instantly gave me 150 off coupon valid for 1 month .

Thanks Bro i have selected my gift :yahoo:. The weird thing is the deals items is not appearing / visible in Chrome but in IE :annoyed:

I think its for these recent a/c's in which the flat coupons were provided & purchases made... eBay has acknowledged that they screwed up at their end & this could be the off-shoot...
 
If it is a coupon issued by ebay they give you a new coupon however if its the ICICI / HDFC / AMEX coupons you use and the seller does not ship the item then they do not issue a new coupon. Just faced this issue last week and have been following up with live chat but they have just said that they cannot do anything since the coupon is issued by the bank.

So I called the customer care today after a long wait of verification they've agreed to issue me a new coupon. But they'll do so ONLY after the refund has been executed !! So called up the seller but he's too lazy to file the refund what I observed from his voice :p --what else could I do to initiate the refund?
