People in Chandigarh usually follow traffic rules. It's not like some other tier-2/3 cities where people riding 3-up with no helmets is a common sight.
In my view traffic jams only occur because no one follows lane driving. Even in Delhi, I hardly see people jumping traffic signals. The problem arises because they try to cram 6 vehicles in 4 lanes.
 
Come on. Just because some cities have drivers who are ignorant to the traffic rules dont mean its the same everywhere. You're most welcome to visit my beloved 3rd Class state. Only problem is that the roads are small and bad. Give it 4 lanes and i bet that you'll be amazed. Wearing helmet is a different thing. Even I dont have one. :P

how can a person ignoring about his/her safety can care about fellow road users? it's shameful. wearing a helmet/seatbelt is the first step in riding/driving a vehicle. in saner countries, you'll be instantly kicked out from your driving test, if you don't do that. india stands nowhere when it comes to following traffic rules.

There is no traffic or civic sense in Indians.
Unfortunately I have to agree. I moved to a quaint town in Himachal to get away from what I thought 'city life' was becoming and unfortunately people still get on my nerves.
I used to get into road rage incidents and I thought that would stop, but unfortunately it hasn't. Anybody who has driven in Himachal would know that people just stop anywhere they want to. It is kinda considered rude over here, if you see someone on the road and not shake hands. It might have worked in the days past, but I don't see how it can work in today's day and age. People stop cars in the middle of the road and get into lengthy chat sessions while traffic piles up behind them. In town centres, bus drivers park buses right next to each other and have a chat while their passengers embark/disembark while traffic stops completely on both sides. All this makes me goes nuts and I have been contemplating keeping a weapon on me or something because I have gotten into altercations and it always ends badly for me in the end. Or do as my father says and start ignoring these things. I was thinking of getting an extra loud horn installed so that if nothing I can make their time as unbearable as mine.

^how about high beams at night? I heard that its awesome to cause accidents that way.
I guess that i should be glad that i've never been involved in any accident till now.

Here is my list of the way Indians behave in public (not exhaustive):

1. Payment line at shopping marts: Buy 5-6 items, husband stands in line; wife continues to do shopping and fill the cart. Why can they not do the shopping in one go, and then stand in line.
2. Same as above: Standing in a dignified queue. Someone comes from an opposite angle, and asks you to move so they can "pass through". You relent, person behind you, discretely pushes his cart above you.
3. Same as above: Shop with your eyes on the shelves, irrespective who your cart bumps into.
4. Same as above: Letting kids run mayhem and amok in the store. Why bring them to a store..?
5. Same as above: Someone comes from the opposite side and piles his/her goods; ignoring the queue. Usually at smaller stores.
6. Same as above: Sales counter person, throws back your debit card at you. Just tosses it. So rude.
7. Buses and Metros: Walking at a fast pace. If someone is in front of you, literally with your hand push him out of the way to make your way. Rather than walk around.
8. Same as above -- while boarding: Use full body force to cleave a passage in.
9. Same as above: Squeeze yourself (or your posterior) on a bench equipped for 15 people, all ready accommodating 17 people.
10. Lifts: Forcing yourself into a loaded lift and pushing people behind you into sardine conformation.
11. Same as above: Standing tightly in lifts, but keeping your backpack on.
12. Same as above: After lifts halts rapidly (and aggressively) press the ---><---- "close" button so no one else can board. Even if they see someone standing outside.
13. Urinating whenever and wherever the urge comes.
14. Same as above: Spitting.
15. Walking through spring loaded doors and not minding people behind you. Even if it slams them in the face.
16. Browsing for goods in a shop, and just pushing people out of the way. Elderly women do this the most for some god forsaken reason. Wonder why.
17. Staring inside others apartment doors when the door open. Really really intrusive and conniving.
18. Stealing neighbors newspaper.
19. Dumping party left over paper bags / cups / plates in the lobby foyer or fire escape stair case.
20. Washing balconies and dumping dirty water below.
21. Throwing cigarette buds, gutka wrappers, used TP, empty plastic on balconies below.
22. Driving : No indicators.
23. Honking incessantly at red traffic lights or at someone who picks his car slow, or is not standing half-clutch.
24. Using high beam or power mercury lights.
25. Hyper flash-by from behind --- knowing it is hitting the drivers mirror, to drive him berserk and then he will give you way.
26. On the phone with your left hand. How will someone gear shift + manage the steering.
27. Tailgating aggressively to over-take. SUV and pseudo SUV (Creta/Duster/EcoSport) users do this the most. Basically any car in which the user is on average sitting "higher", then the general public in their cars.
28. Not retarding speed at crossings and/or T-Junctions.
29. Merging onto traffic with no deceleration. Assuming the straight line traffic will mind the new vehicle injection --- and manage.
30. Coming to a parking lot. Seeing someone is getting into their car. HONKING for him to clear the parking bay pronto. Can the in-line driver not give the person exiting enough time to belt down and assess his direction out. Women drivers do this the most.
31. Egging the person in front of you to jump the light, by honking.

This list can go on and on, but Indians will be an unruly and barbarous race. And an extremely self centered society on average.

^^ okay, besides the fact that it was a curt/sarcastic statement, you and derp need to understand that i have no affinity for chandigarh. it's just another city out of hundreds that i visit quite often.

you dont know how they would behave.
a place near my residence had bad roads, people used to drive carefully. last year they replaced the tar roads with smooth concrete roads. guess what happened,bikers started their drag race.
not just that ,driving from the wrong lane increased, because they felt going to that building by taking a u turn would upset their monthly budget on fuels.

During one of those nights, biker driving on the wrong lane doing drag race died in an accident when he crashed with a heavy dumper. for once the truck driver was not at fault.
fearing backlash,truck driver ran away and the biker bled to death.

within a week there were atleast one or two deaths every odd night because of the bike drag races, or bikers driving in the wrong lanes.

now that smooth road is being welcomed huge speed breakers every 100 metres.
 
Yesterday, came across a funny radio message by Kejriwal. He was asking people to car-pool with their neighbors as buses and metro are going to be very crowded. He sounded jittery. Looks like public transport is going to fail, even after he forced all the Delhi schools to divert their buses for public use.

Nice excuse for people looking to hook-up with their neighbors/colleagues. @Mr India here's an opportunity for you ;-)

too much of the stuff is made up. list out the total exemptions , you will find not a lot of car are going off the road.
Before the Delhi Government can pat itself for their odd-even formula, here is a statistical fact: Only 5.3 lakh cars can be kept off roads on any day. And that's a meagre 6.27 per cent.

With the government exempting 25 categories of vehicles, as many as 73.9 lakh vehicles will be free to ply on Delhi roads from January 1 to 15 when the odd-even formula will be put to trial. This includes 55.7 lakh two-wheelers which are the biggest vehicular polluters (32 per cent) in Delhi.

Experts say exemption to such a large number of vehicles would defeat the purpose of the road rationing experiment.

The vehicles exempted from oddeven rule include government, police and VVIP vehicles (1 lakh approximately), ambulances (1,320), defence vehicles (1,500) and embassy vehicles (7,500) among others.

A senior transport department official said the government had already banned the 15-year-old petrol cars (8 lakh) and 10-year old diesel cars (1.5 lakh) in the Capital. So, these will also remain off roads during the 15-day experiment. Also, 3.5 lakh-odd CNGfitted vehicles have been exempted.

Transport planning engineers said transport sector contributes nearly 22 per cent to air pollution of which cars emit only 5 per cent and hence restricting 5 lakh-odd vehicles would make no major difference. "There will only be a marginal reduction in air pollution level by taking 5 lakh cars off roads. Twowheelers and other heavy vehicles are bigger polluters and they have been exempted by the government.

The odd-even formula can be an experiment but not an appropriate solution," said Professor PK Sarkar, Head of Department of Transport Planning at the School of Planning and Architecture.

He said that the government could have easily managed to restrict these 5 lakh vehicles by regulating traffic in certain areas instead of imposing the ban.

Earlier on December 8, MAIL TODAY had reported that a whopping 55 lakh two-wheelers were the biggest polluters among all categories of vehicles in Delhi. Diesel-run trucks account for nearly 28 per cent of vehicular pollution. The number of two-wheelers in Delhi is more than double the number of private cars.

Sarkar criticised the exemption of two-wheelers and said that this will encourage the middle class to buy new two-wheelers as substitutes to odd or even numbered cars on given days. On the other hand, there will be a mad rush among the upper middle class to buy old cars. "Rise in number of old vehicles will prove more harmful for the environment," he said.

Experts claimed replacing cars with buses would not only add to congestion on roads but also cause more pollution. Instead, they stressed on putting the carpooling mechanism in place. They asked the government to set up a regulatory committee that will take into account the basic requirements of commuters. "An online mechanism for car-pooling is the need of the hour. Only if male and female commuters have options of fellow passengers to choose from, they will opt for carpooling. An online portal having details of passengers on a particular route can be helpful," Sarkar maintained.

It may be noted that a chartered bus service was initiated in Delhi in 1991 but the experiment failed due to poor monitoring

Frankly this is no longer funny and is getting sadder day by day. I wonder how did this guy even work in IRS. There are times you don't agree with bosses, colleagues, counterparts etc but you don't fight and shit on every one. There are times you need to let your work do the talking.

Lol apparently women drivers and two-wheelers were exempted from the purview of the Odd/Even rule.
I wonder how women would react if this rule is altered to include them. :P
The new rule trial will now be carried out from Jan 1-15.
