Looking for a tablet (new under 15k) or used (under 10k) which is to be used for note taking and showing presentations and excel sheets to other people. A stylus would be preferred, and it should be close to normal android as it's for someone who's used to android and not very tech savvy. Hit me with suggestions and maybe a few links to good deals here too?

iPad 9th gen went for as low as 17500 (including card discounts) during sales, imo keep an eye out as discounts may pop up again due to holi.. It is old but still the best device under 20k if u can stretch your budget..
Someone in my family also wanted a tablet but with 5g/ lte support so I got SAMSUNG Galaxy Tab A9+ (8+128), Its wifi only variant is available for around 15000(including card discounts 16,490 otherwise), Its also a pretty capable device for this budget..

There aren't many good options available at that price point sadly but you can either go the Redmi Pad 6gb at 14k or the OnePlus Pad Go at 16k both of these don't include a stylus which would have to be purchased seperately, if can increase your budget to 20k though you migh be able to find a deal on the OnePlus Pad or the Xiaomi pad 6 in a sale, but you would have to wait for that, you might even be able to find the S9 Fe which comes with a stylus around 20k in a sale.

Any idea what tablets I should be looking for if I'm shopping used?

From what I saw of the 9th gen ipad it looks like sellers are pulling their bs of keeping the price high for older products, went to a price tracker and lowest price in a year was 23k

Minimum 7.5-8k mah battery, screen size as per your preference, performance as per the price range, i.e, helio g99 for around 15k and sd 870 or 7s gen 3 for around 20-25k, a stylus will add to the cost so you can go for a third party one of you don't want to do any art or anything of the sort, but if you want a tab with a stylus in box for drawing purposes etc go for a Samsung and if you are ok with IOS and less storage you can go for a Ipad 9th gen under 20k or a ipad air 10th gen for around 25-30k.

Minimum 90hz refresh rate screen for an android tablet, minimum 6gb of ram and 8gb is preferred. Rest of it all is dependent on preference and priority.

screen size as per your preference
Also screen type, some samsung and lenovo devices come with tft screens, I am not sure but people don't consider those good..

ipad air 10th gen for around 25-30k.

The ipad air is currently 6th gen.. I believe u meant the base ipad 10th gen.. Idk if it ever fell to 25k, but if one can find it at that price, I believe its a really good deal..

As far as casual note taking is concerned, I would be hard-pressed to recommend the iPad. As someone who's been exclusively using devices with Stylus inputs, I can categorically say that for writing, the Apple pencil and the ecosystem aren't great.

I would strongly suggest you go the Chinese OEM route, or if you can stretch your budget a little, Samsung Tab S series, or the Tab FE series is a great bet.

In case of Samsung, the pens do not need charging, and replacement pens of all qualities are available easily at varying prices, and so are the tips.

In the forum itself there are some used Tab S (S8 Plus, I think) tabs being sold.

Another reason to go the android way is that Whatsapp, Instagram (if you use it) and all other apps happily work on the large screen unlike on the iPad.

There's someone selling a Samsung S9 FE here, check the marketplace. Should be within your budget.
I think he already sold it, plus I don't think the person buying it would prefer something so expensive used tbh. Sub 10k would be fine for used. Thinking about the 9th gen ipad now, hopefully it's sub 20k during holi
Also to people recommending sales on TE, I'd appreciate if you could include a link for whatever you're recommending, I've been unable to find a few things mentioned here.

I have used iPads, iPad Minis, and Android tablets for over 10 years, and without a doubt, I will always choose an iPad or iPad Mini—whether new or used. I still use my second-generation Retina iPad, which offers decent battery life for reading ebooks, although it is heavier than the Mini. In contrast, my Samsung Android tablet feels sluggish and outdated after just two years of use.

I have been using tablets since the first generation iPad came out, and have used practically every flagship tablet, and quite a few non flagship ones, and in my experience, if you even want to be slightly productive, iPad goes out the window.

1. You can't install WhatsApp, forget installing two copies.

2. Meta apps and most apps designed for the iPhone do not make full use of the large screen. You get a stunted phone interface in a tiny window, and even the keyboard isn't full screen in most cases.

3. Multi-window is utter garbage.

4. There are absolutely no good open-source apps (barring the rare exception like local send). PDF convertor, Bluefin Console, image toolbox quickly come to mind.

5. You cannot mirror your notifications on windows devices. Android let's you do it with even FOSS apps like Scrcpy and Sefirah

6. You cannot use external devices like Microphones and Webcams.

7. You cannot use system level adblockers and script handlers like adguard etc to the full extent.

And these are just a few I could think before hitting the bed.

That said, I currently have the M2 iPad Pro, Tab S9, Tab S10 Ultra, and the Huawei Matepad 13 pro. For using as recommend by Apple, and doing the basic stuff, and playing games nothing beats the iPad.

If you want the fun to begin, go Android and the ADB way, and you will see the fetters breaking away.
