I applied for my sim from belapur reliance digital around August 20 on an open offer, but many stores are still insisting on a code. No consistency

Sure there was, it could have been 21st though. One rep did say code is required, but another said it can be done in open when i showed them my phone was VoLTE
Then carry print out of this code and your ID+address proofs.
Don't worry about the handset. I have never seen them asking for handset.

LOL, me too moved to welcome offer and last night's & today's download of around 19GB reflects as 4GB in my usage and speed has dropped to 0.1Mbps 
Also the sim is unlocked now, put it in my iPhone 6 and working perfectly except for the ritual 20 tries before a call gets connected
Btw, I'm a LYF user and validity was till 8th Oct.

I want to try this, but i already have another sim in queue for activation with my daily driver. So i'll try once 2nd sim is activated. Thanks for the info mate.

Another LYF user here and for me today net has stopped working altogether. Inexplicably the sim and data work on my G4 but then the issue is during bad coverage area it still sticks to 1800 Mhz and doesn't go to 850 Mhz which means near 0.01 Mbps speed that too without 4Gb usage.

That's normal, Ur employee plan will come in effects once the welcome offer has ended, Check under my plan should have upcoming plans.

Update: the glitch has been fixed. Even that store is now demanding codes.
A friend went on the 1st and got a token for the 7th. At that time also they were giving open sims without code. Today he went at the scheduled time to submit docs and collect sim and they said not without code.
I downloaded around 10-11GB but MyJio app is showing 3.96GB of data usage, maybe that's why I'm not getting any cap.

That must have been some local glitch, there never were sims allotted without a code in my city, that's why I said that there was never open offer
There is no upcoming plans... I used to recharge the combo plan which valid for a month. So that existing plan shows with an expiry date of 26th September. But now no recharge option is shown...

They were giving out open sims all that day when i was there, and also when i went with my friend on the 1st to get his token, they said they're still giving sims both to people with code and in open to those without.

That's correct u cannot recharge it now till the welcome offer ends, Once it ends you will again get an option to recharge it.There is no upcoming plans... Coz u checked it on the website or the old app.
Old App. Could be or coz I have a Jio-Fi device.(I know technically for JIO its the same thing)
I updated the app and still no changes .... Its still showing "Unlimited Jio - MiFi Prepaid Offer"
The updated my jio app now does not show the top banner. Instead it shows a a new banner for Jio Welcome Offer with drop downs to select state and city and then it continues to generate the code.
