Yes, both NUCs support upto 4k videos( HDMI, Display port and Thunderbolt -type-c) . You have 2.5 inch(laptop) inch or 3.5 inch(desktop) hdd ? . 2.5 will fit inside nuc but for 3.5 you will need external enclosure.
Please can you clarify which nuc you want, NUC11(12k) or NUC7(3k) ?

You have to run a server in the mini pc and then install a media service like plex/jellyfin etc. It can be accessed over LAN easily.

You can install Kodi ( windows or Linux) and use Kodi remote control app or web-interface.
