Does anyone know if this game can be activated on steam even if its purchased on disc locally? I would like it in my steam library, but the disc version for India cost considerably cheaper than the steam version
That I believe is correct sir.I think disc version only comes with the GOG key. You can take your Witcher 1 and 2 codes from steam and register them on GOG. That way, you will have all three on GOG.

How do you import your Witcher 2 save?
I copied my final Witcher 2 save to "\Documents\Witcher 2\gamesaves\". When I started a new Witcher 3 game, it gave me an option to start a new game or start from a Witcher 2 save. When you select the second option, it looks in that folder and lists all the valid saves it finds.
Oh righto! Do you mean Witcher 3's save directory? or does it need to have the older Witcher's save directory intact?
No, it is Witcher 2's save directory. Witcher 3 looks in the folder where Witcher 2 would have saved the files.
If you have used Steam cloud saves for Witcher 2, you will have to find those manually and create a "\Witcher 2\gamesaves\" path in your Documents folder and copy your file there.
Steam cloud saves for Witcher 2 can be found at "<steam install directory>\userdata\<steam_userid>\20920\remote\".
Just did that and I didn't get any confirmation that it found my earlier save or not. I just selected Simulate Witcher 2 save and it proceeded to the intro cutscene.
