IMHO E5300 is overkill, used E21XX @ 1.8-2k~ is good VFM. CM Elite 334 is POS @ 2.4k, bundled fans are leaf blowers. U will regret buying Elite 33X + better fans over stock Antec 300 (3.8k). CM 310 @ 1.6k or Zebronics Bijli is the best bet.

Up to you. Personally I'd install fan facing down (to avoid things falling in, screws etc), There's a 1/2 an inch gap between the SMPS and the bottom of the case, more than enough to allow for proper airflow. The fan barely spins (Corsair) anyways. Congrats !
