in my experiance, package which goes to "CHENNAI FOREIGN POST OFFICE" is definitely charged. bought lot of stuffs and if the package goes here, it takes them a month and i have to call them several times.
what they do is open the package and put value based on thier searching and note the customs which should be paid to the postman on delivery. shit!

Don't underestimate sarkari people. They will squeeze you.

I Just Wonder why our currency rate is so low even after imposing so many duties here and there on imports, exports,excise and all that ****ing stuffs.......

Do Postal services have anything to do with the customs scrutiny in Mumbai?
Post office receives the consignment, forwards to Customs, receives the consignment back from Customs with duty slip (if any). When delivering the consignment they collect the duty from the customer and deposits to Customs.
 
I mean, is it like customs are more scrutinized to some postal services and vice versa!!

Actually no. Read the faq on foreign post office. They actually have people to value the customs. They just have to send the list with all details of parcels to the customs office. Assessment is done at the foreign post office itself.

Bought multiple things from aliexpress last month. All except one have been delivered. Largest item was for 6 USD, no customs applied on anything so far.

In Kolkata Customs have a separate unit at Foreign Post office called Postal appraising Dept (PAD). They have all staffs starting from examining officer, appraising officer and even a Assistant Commissioner. All valuations are done by them. They even have X-Ray scanners.
I know all these from first hand experience.

I used my visa debit card on aliexpress and the transaction completed without verified by visa is there any chance of my card getting compromised ?

Do you see any option of deleting the saved card info?
This is one reason, I always use VCC for all my online purchases, even for Indian portals.
 
How much is the validity of VCC once applied? Is it valid unless the whole payment and delivery of product or simply only until payment?

VCCs generated through my HDFC CC are valid for single payment made with 24 hours.
So, it doesn't matter if it gets stored, it becomes useless (specially helpful at flipkart which compulsorily saves it).
Later I delete those stored VCCs.

btw, aliexpress doesn't force to store CC, its optional.
