HD 4670 is a very good card for its budget...but getting that at 4.5k doesnt make any sense now...
Better to wait till you get enough moolah for HD 5670...
But if increasing the budget is a strict NO...
then get yourself a HD 4670..sapphire and powercolor both are good...get any one..
You probably wont need a cooling solution...
the max you can do is..apply a thermal paste on the die..
But, i dont think you will need to do anything..
HD 5770 doesnt get hot...no even with the reference coolers..
