just found out bout the scanning application included on the E71...
But there are other 3rd party apps(like ScanR) available for scanning documents & barcodes and supported by most phones..So you don't have to restrict yourself to this one phone...

Btw,As per this review:

The app. doesn't serve its intended purpose well !

As far as TV-Out is concerned...
The cheapest options are indeed the Samsung D900i(9.8k) and Samsung D880 Duos(10.8k)

AFAIK the cheapest phone with tv out is lg kp320 .....not sure of the pricing...
 
but how does the LG perform.....is the tv out cable available in the bundle.....also is the phone worth it. also can u suggest me a phone with the best features, vfm & the best resolution with the tv out.

No way ! You can't expect one in a budget phone...
Well,you really have to compare the LG & Samsung to see which suits you the best...

At that price , its a steal...

I didn't sell as expected mainly because of its rather unappealing design and small keys...but shines in every other aspect !

If you've used it and like it,go for it !

Price I mentioned earlier was without the 4% VAT...

So I suggest you get it for 11.7k or less,all inclusive!

Budget ~20k

I tried iphone and did not like it so much as its difficult to type with it. I usually live on mails, so a phone with good internet, email capacity will be better.

Well,the Nokia E series would be my first suggestion...

The Nokia E71 topping that (Overall VFM!)

Nokia E71 ~ 19.6K* (Symbian 9.2 S60 UI with FP1 , WiFi, 3G with HSDPA)

Nokia E61i ~ 15.6K* (Symbian 9.1 S60 3rd Edition UI, WiFi ,3G)

HTC S710 ~ 13.8K* (Microsoft Windows Mobile 6.0 Standard, WiFi )

* Prices are exclusive of 4% VAT

Along with the options that TheToxicMind mentioned, also consider the Samsung i780. Its priced at around Rs.17.8(not sure if it includes tax.check the mobilestore website for more info).

I specifically didn't mention that phone because of it's inappropriate display(resolution)...

The squarish display creates a conflict with quite a few 3rd party applications !

Unpopular display resolution creates poor compatibility with third-party software

I know that it has a non-standard display but most popular programs work on it. The whole list of compatibale programs can be found in xda-developers forum.
