Thanks for the info, and i checked the device with DFS and i found in the log that the device is unlocked.SPC stands for Service Programming Code. Many ISPs lock their devices/modems with some codes so that they cant be used with another ISPs. You need to check whether you have SPC unlocked or not. If it's 000000(six zeros) then it's unlocked. I used DFS CDMA Tool to check for my device.
Install DFS CDMA Tool. Open it and select proper port of the device. If u select the proper port, it will show details of the device. Click 'Send SPC' and check 'Log'. If it says Unlocked then it is. I dont have much knowledge about other processes, maybe other members help you.
Alright ....... Here is the good news
After searching all the night i found away to enable APN settings and all the credits go to 2 Russian guys who manage to do this solution by enabling hidden files in the original firmware that comes with Verizon zte AC30, and i test it using gsm SIM and it works !!!! :bigok:
but right now i trapped in doing the steps since its in Russian language

this solution is by enabling Telnet to connect to the device to push the modified files in the flash of the modem.
If i finish i am going to make full easy step by step so every one can use 100% of AC30 .

ZTE ac30 gives lots of issues to maintain EVDO signal , goes back into 1x , so check with someone who has . I have issuesI might be getting the BSNL EVDO,Broadband has gone crappy since 2-3 weeks,time to terminate the service ! Looks like I am the Third EVDO user in My Area! Sitting right next to the Tower(well a 100m away) others are no way near . I will check the Speed at the BSNL office,well it will same at my home I guess,100m wont make much difference?

Yes 595U or as you are in good signal range than 598 which @Hayabusa got . Battery based 595U is very good in low signal areas and as such excellent in good signal areasI always keep something on Download,well Most of the Time.Going back to 1X issue would hurt
