Shall I go for Intel or Ryzen?

Decide on your priority - if you will mostly use the PC for productivity tasks or gaming. As mentioned earlier, R5 7600 will outperform even Intel in single core loads, but i5 13500 will surely outperform it in multicore productivity tasks. SC perf is more important for gaming.

Regarding heating, if you are someone who is not comfortable with UV & tuning CPU, just get non X Ryzen 7000. Recommendations above has been R5 7600 or R7 7700, both of which have a power limit, so is not bound to try to hit 95C temp & boost freq as much as possible.

The performance difference between R5 7600X & R5 7600 is not huge but power draw & temps will be much lower. Check Gamers Nexus & Hardware Unboxed reviews. 7600X vs 7600 freq difference might be like 200MHz.

I have already given you a configuration which fits in your budget.. your only job is to find a config which beats my config (7600+A620M+6000CL30+4070 TI) in performance.. (heres a tip: it doesnt exist if you are only looking at new parts) if you are unable to do so! you have your answer.

there are also cheaper b650m bnoards available now from gigabyte.. so feel free to let go of the a620m and go for a b650 one.
Can this spec handle Photoshop, Excel, Ms office etc? Is it good for productivity tasks along with gaming?
 
Another thing, I also liked your 7800 specs too but will be overkill imo. Anyway, what mobo will be good for 7800? I think it also draws more tdp compared to 7600.

Is the right time to buy or I should wait for couple of months as Durga Puja and Diwali are nearby.
 
Today I again visited Md Computers, Vedant, and Clarion. Vedant really doesn't know how to treat their customers, however, I dunno if their quotation is worth a treat or not.

the motherboards you are getting quotes for are not required.. get the b650m gaming x wifi from md computers its listed for 15kish on mdcomputers.

the ram i selected for u is for a reason, ryzen performs best with 6000CL30 ram.. (even if its slightly expensive) the quotes u have arent for CL30 but 40 or other variants.. which will perform slightly worse.

a cooler is not required for a 7600, the inbox cooler will be suffiecient.. if you have the budget get the 2tb KC3000.. as the motherboard only as 2 m2 slots, 2tb drive is preferrable so you can have 1 more empty slot for addiontal ssd's in the future.

I have recently bought all these parts for a friend from vedant itself.. they had the best pricing online.

360mm aio's are only required for 13th gen i7's and up.. ryzen 7000 series run quiet cool compared to 13th gen unlocked processors.. plus the processor you are buying is only a 65w tdp processor, its very effiecient. (source is i have the 13700k and my friend has a 7700x)

4080 if your budget allows, 4070 ti get the cheapest one available.. all are good.. which will likely be the gigabyte eagle.

like i said make sure the ram is 6000mhz CL30 - the exact one in the build i shared.

Kingston KC3000 is very good and fast.

Re-use the old psu.

The difference in price is too little imo to skip it.. 32GB 6000CL30 is only 13500.

Ryzen scales well with memory, and 6000CL30 is the sweetpoint for max performance.

My RAM is also Adata XPG 6000CL30 which i bought for 9800 per stick.. but those are 32GB sticks and not available in 16x2 variants.

Single core performance.

X CPUs have been programmed to hit 95C temp on load & try to achieve as high of a freq as possible (will vary a bit based on binning as no 2 CPUs of same model are same). Check the pics I attached to see difference in performance & power draw between 7600X stock & 7600 stock. PBO is kind of OC from AMD, use that if you want. So overall, non X CPUs are better for most. Sure X CPUs are better binned & might result in +50MHz over non X CPU for same power draw. Also, you can always put a limit on X CPU to change behaviour from hitting 95C, 105W ECO mode of AMD is excellent for simple limitation, you can undervolt & customise the power limits if you want.

I mean, if you can extend your budget to get 4070Ti or 4080, why not.

PSU - 650W is enough for 4070, 750W for 4070Ti & 850W for 4080 IMO
Keep some headroom. A higher-rated PSU won't continuously draw the mentioned power, so even if you pair 4070 with 850W PSU, it will only draw from wall the power it needs.

Gold rated PSUs are recommended. 850W gold like XPG core reactor for 8.6k or NZXT C850 for 9.3k are excellent choices, are tier A PSUs. XPG core reactor 750W at 7.5k is good for 750W.

6000 CL36 is sufficient. Theres barely any difference between 6k CL30 and 6k CL36 to justify that 1-2k increase in cost.
 
When spending 100k+, 2k price increase is not much. Surely difference will be like 2%, but you are paying 2% extra only.
Sure, because its fun to throw money around, especially when its not yours. Maybe you missed the part where OP mentioned that they'd pay for the build with EMIs.
