Just do a recharge (not topup) of Rs 991/999. Also you have to make sure you are on a 3G Plan with 3G properly working on a 3G sim/2G migrated to 3G sim.

Varies a lot. On a 3.6 Mbps modem you can theoretically get max of 3.6Mbps and likewise for 7.2 but BSNL Network is providing speeds only upto 3.6Mbps in most areas barring a few so dont expect anything above that for now
