Have Bsnl broadband speeds increased by 100%?

Got this SMS on 26th.

For certain Broadband ULTD plan customers, speed increased by 4 times at same cost. For new booking send SMS BSNL to 53576

I'm not sure if it is for certain plans or certain customers :huh:

For last few days bsnl is slower than usual and the connection is getting disconnected every half an hour.:-[

Today i am getting download speed of 10-21 KBps,and also there is a lot of disconnections from time to time.I also think that these are signs of something good going to happen,as Spacescreamer has already mentioned above.
